Knew a couple of resident landowners. A couple expressed their desire to turn around and sell their tags if the price was right. Others had kept their tags in the family for years and liked to be able to hunt the some of the best bulls in the state almost every single year. $$$ vs. opportunity. Could provide opportunities for those that don't have the patience to draw a tag in the normal draws but want to hunt. If the state of WY were to figure out a way to make $ of the resale of the value of the tag it would likely pass. (Half of the resale cost goes to the state, half to the landowner or some such concoction of a system - they'd make it work.) WY made something like $12M off the sale of preference points in 2020 and $20M in 2024. If the state could profit from this, they'd have it done. Money grab.

A BILL

for

AN ACT relating to game and fish; authorizing landowners to sell their landowner hunting licenses as specified; requiring rulemaking; and providing for effective dates.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1. W.S. 23‑1‑302(h) is amended to read:

23‑1‑302. Powers and duties.

(h) For purposes of promoting the maintenance of wildlife habitat and attaining wildlife management objectives pursuant to W.S. 23‑1‑103 and in addition to duties prescribed under paragraph (a)(xiv) of this section, the commission shall promulgate rules and regulations governing the issuance of elk, deer, antelope and turkey hunting licenses to Wyoming landowners without subjection to prescribed means of competitive public issuance. Fees assessed for licenses authorized under this subsection shall be equal to fees prescribed under W.S. 23‑2‑101(j) for each species for which the license is issued. A landowner who has obtained a hunting license under this subsection shall be authorized to sell the hunting license to another person in accordance with the following:

(i) Licenses issued to anyone other than the landowner, including immediate family of the landowner, shall not be eligible for sale under this subsection;

(ii) The purchaser shall be subject to all applicable statutes and regulations concerning hunting licenses pursuant to this subsection;

(iii) The commission shall promulgate rules and regulations that govern the sale of hunting licenses and re‑issuance of the hunting license to another person once they have been issued by the department, pursuant to this subsection;

(iv) Licenses that are sold to another person authorized by this subsection shall be exempt from a landowner coupon payment pursuant to W.S. 23‑3‑105(b).

Section 2. The game and fish department shall promulgate all rules necessary to implement this act.

Section 3.

(a) Except as otherwise provided by subsection (b) of this section, this act is effective July 1, 2025.

(b) Sections 2 and 3 of this act are effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.

This is not good for Wyoming resident hunters. It will take opportunity and animals from them.

If landowners want to generate revenue, there are other ways that don't bastardize the public resource for private gain.

This doesn't and won't promote or enhance wilife habitat, it would be neutral at best. If landowners wanted to improve habitat, there are partners and dollars out there for that.

I hope some freedom caucus members in Wyoming feel the pain of ignoring the needs of the average Wyoming resident hunter.

Edit: If there was one single thing about Colorado's system that I would change, it would be to remove transferable landowners tags.

Kansas did this for a while, then the state got jealous that their cut wasn't big enough after surveying what the landowners were getting at re-sale. re-sale became illegal and tags tripled in price. Reminiscent of when gov't enters the reefer business. Prices go up Gov't gets all the cut which previously was split between the middle men. but hey the reefer is safe and way higher quality...

I think you might be misconstruing that. The money is not dedicated to that. They're basically saying that the reason they want to let landowners sell them is to provide incentive for landowners to leave wildlife habitat intact.
