I've hunted unit 13 many years and to say it over run with hunters is ridiculous.Most drive the roads and thats it.It was busier in rifle but I could easily get away from people.I've done 4 hunts in the unit and can count on one hand,if was missing 3 fingers, how many others I've run into in the woods.And, I wouldn't say there are a lot of elk either for the amount of land available.If I draw a general tag next year,I'll hunt my spot in 13 first in archery and he head west to unit 67,I think its 67,for the opening of rifle and end of archery.Its a new are I want to look over

Preventing nonresidents from hunting Wilderness Areas(which are Federal lands) is no different than preventing a private landowner from hunting on their own land. Don't be surprised if the landowner decides to sell his property.
