B tags purchase

Ok so we have a guy that wants to come with on our Montana trip in couple weeks but might be kinda a last second decision. He would buy a r4 surplus cow tag of which there’s lots available. The question- can he stop at any license vendor along the way and buy one? The surplus license list makes it seem that way . I looked at list of Fwp license vendors and seems lots of little towns have gas stations that are vendors . Thanks for any input

Not sure you might have to be "in the system" previous call a regional office they will know the answer for sure
