Those layers are available on the phone app, so there could be a couple of things happening here.

Right now, the best way to delete offline maps is to open your offline maps tab and tap on the ones you wish to delete and delete them individually. We know this is not the ideal situation when you have 150 saved maps and we are working on a way to better manage offline maps in the future.

Yep! When you save an offline map, the satellite, hybrid, and topo basemaps are all saved. You can toggle them while offline in the same manner that you do while online.

First, try closing out of the App and then reopening it, that should force your markups to sync up. If they don't show, check if you have any of those markups added to a folder. If so, double check that the button titled "Hide on map" is not selected. That will cause those markups to not show on...
