I think something similar to what ND does wouldn’t be bad. I’d change it slightly though. As a non resident, you get two weeks with your license, but they can’t be used concurrently and there must be at least a one week gap between the two weeks. Just a thought.
The lack of crp definitely makes it even worse. I think there is more pressure every year and less habitat so every decent chunk of accessible habitat gets absolutely pounded. Not uncommon to see or hear about bma’s getting walked by 5+ groups a day.

3 years bowhunting. Shot a cow. Took 5 years before my first archery bull. I’ve gotten pretty decent getting within bow range over the years probably getting within 50 yards over half my stalks on bulls, but either the wind shifts or I screw something up at the end to be unsuccessful.

I’d personally be more ok with this if it was either October muley or November whitetail than having the same tag good for both. I think that could be pretty tuff on the mountain whitetails potentially. No problem with the October muley part of it though.
With the huge increase in the interest in western hunting, I don’t think public land mule deer hunting and herd numbers could be very good anymore with even the best habitat without first coming up with a good plan to manage hunters and hunting pressure on the resource.
