Most of the important things have been covered: given the quality of your components, all of those groups tell me there's something wrong with your setup or shooting (no disrespect intended). Check all the bolts on you stock, rings, etc. before proceeding; there's nothing worse than wasting ammo chasing a ghost. From there, get it properly bore-sighted and see how she goes.
Remember that even quality manufacturers like Weatherby and Leupold occasionally send out duds. They'll fix it if they can though, so don't be afraid to send it in to be inspected!
At the end of the day, this is reminding me that I need to do more shooting at sub-100 (I zero at 100) yds to get a better understanding of my exact flight paths.
