Which states....?

I live in Az. 2003 was the first year I didn't draw an Az. rifle deer tag. But I play staticial odds. I put in for a Kaibab tag first (dream hunt, never drawn), the area I want to hunt second (almost a dream hunt) and my third choice is an area the traditionally has a great chance of being drawn reguardless of where in the state I have to go to hunt. If I was stubborn and only wanted to get drawn for a couple of specific areas, based on my last 6 or 7 years of drawing deer tags I would have only gone hunting once. Being flexiable gave me the opportunity to hunt 6 out of the last 7 years. My last elk tag was 3 seasons ago and my last antelope tag was 2 years ago. I usually, only put in for cow tags so they are a little easier to get than bull tags. My antelope tag was only my second in 15 years. There is no doubt I was lucky on that tag.
You can put in for tags here and ask that they only issue you a license if you are drawn. But as others have said if you don't get the license you don't get a bonus point, if you are not drawn.
All in all don't put in for Az. the last of the big bulls were shot last year. With the drought, the only time we see deer and Javelina anymore is when we go to the Wildlife Zoo down near Tucson. Everything is dead and it will take at least 20 years for them to recover. Spend your money more wisely in another state like Maine or Vermont, Good Luck, JLG.
 
Beardown, you little nut sack. The max points for deer this coming draw are SIX. You drew the best unit in the state for elk in 2003, so save it.............

In Florida we have a quota permit system and you need only to purchase the WMA stamp which is $26.50 (twice the price of the hunting license). The quotas are similar to getting a tag but you can apply for multiples or parties and the permits are transferable. (Exception is alligators which is strickly by a non transferable tag). The interesting thing is that some of the WMA's you have to apply for the first 2 weeks and the last 2 weeks of hunting season and then the in between weeks you can just go to the checks staion and sign in and the "permit" is just your name on a list.

Becasue there is no limit to the number of quotas requested it is possible that an anti hunter could draw all the tags for a particular WMA. The permits are given away on a fist come first serve basis via US mail (figure out how that is fair).

The good thing is that if you want to hunt an area and don't pull a permit you can borrow one from someone else.

one of reasons states decided to require one buy or pre-pay for a NR license as well as the tag is because animal rights organizations like PeTA and Fund for Animals encourage their members to apply for tags in every stae that offers them as a way of denying some legitimate hunter the chance to get the tag.

When AK went to that system in the mid 90's that was a stated reason for the switch.

it doesnt stop them from applying but it does cost them more money to screw somebody out of a hunt
