What does the NRR represent in hearing protection

I have a question concerning the NRR rating in hearing protection. Usually the numbers are something like 22, 24, 28, etc. Does that mean it reduces the noise level from, say, 100 or so in a gunblast down 28 to 72? Or does it mean that it reduces the noise to the ear down to 28 (total), so you experience only 28 decibles?
 
Remember that decibels is a logarithmic scale where loudness doubles every 10db. So a difference of 2-4 dbs can be significant
