What aren’t low recoil cartridges more popular?

Does anyone make reduced recoil loads for the 222?

Obviously not the point of your post, but I have an ancient IMR manual that lists loads for almost every powder they made in every cartridge the listed. The result was that there were essentially reduced recoil loads for every cartridge in the manual. It was interesting to see powders no one else would ever use for a load in a particular cartridge, and with the slower powders it was often surprising how little performance was often given up in certain cases, as well as to see the dramatic changes in peak pressure(50%+) with relatively little change in muzzle velocity (10%-20%).
 
Low recoiling cartridges are very popular... 223, 243, 25's, 6.5's, the 270 Win, 7-08, 308 Win...

If the rifle & scope fit and are set up right, those cartridges will treat the shooter gently and get the job done just fine.
