I've been wondering how they are going to justify giving it to SFW again.

I think they are going to try to weasel it in based on this new criteria.

Their past performance and historical contributions to the conservation of wildlife in Utah

That is going to be 20% of the score the way it looks to me. I'm sure they will fall all over themselves saying that without SFW there wouldn't be any wildlife in Utah anymore.

It's probably fairly important to understand that the Expo contract is with the Mule Deer Foundation, with SFW listed as their partner. That being the case, RMEF is not only competing with SFW, but with MDF as well. Both groups have pimped enough conservation tags to have completed a huge amount of conservation work in Utah over the years. That, and the specific way the RFP is worded, along with the political ties those two groups have with the State, it will be difficult at best for RMEF to come out on top in this case. I certainly won't hold my breath...
