UT changing up OTC Elk hunting

Not posting this to bag on UT, but curious as to folks' thoughts on the issue. As every state seems to deal with an influx of new residents, increased useage of the wildlife resource, etc seems like this isn't too far fetched to see happening elsewhere.

 
It’s overdue. It will be overdue in a lot of other places too before long. OTC with caps is only a good idea when demand slightly surpasses supply. OTC without caps is only a good idea when demand is lower than supply.
 
Utah doesn't have a ton of elk, especially where they allow OTC hunters. This is probably necessary for them.
 
Isn’t it great when recruiting new hunters effects the ability to retain the ones you already had
