I kinda would argue the opposite... if you both have nukes then all that matters is your conventional weapons as those as what you will be using in proxy wars... this is just Cold War part II after a brief Gorbi induced intermission.
 
The idea that a bunch of dudes can sit around and discuss how "they don't have this or we got more", and they know better than to mess with us is ludicrous.
In Afghanistan the worst day was 30 KIA, y'all really think the American public has got the stomach to go toe to toe with a near peer over a country that most could not find on a map.

Nuclear powers don't go toe to toe.

You get a proxy war, and/or diplomatic solutions.

China won't go to war with the US for Taiwan or vise versa... they might communicate that they are going to invade, and that we have x number of years to change our supply chains, and offered us something in return, then we gracefully cut ties with Taiwan and China moves in... or something like that.

I suggest we negotiate a Hong Kong style turnover that lasts 15-20 yrs. Plenty of time for us to build own chip infrastructure and for locals to move if they want to.
