Whatever's cheapest. Probably safest to put it in a box, but I've shipped and received it in envelopes as well.

The priority mail boxes with the preset prices have been the best deal IME. You can get quite a few pieces of brass packed safely in the medium box.

I don't think USPS allows shipping of brass. I know they don't allow ammunition to be shipped. Worth a check just to be safe.

I’ve shipped lots of brass via usps. It’s not liquid fragile perishable or potentially hazardous. Make sure the brass doesn’t have any live primers

Unprimed brass is fine USPS.
