Just have crime registration. They have to say what the crime is, who they are, where they'll do it, when they'll do it.

Say a five day waiting period, if the government doesn't give them a liscense before then, they can go ahead and do the crime.

That would solve crimes. Get it?
 
You may want to be careful what you suggest....the gov't might actually go for it! Let's see....that would mean they would need a committee to do a study, the committee will need assistants, secretarys, coffee makers, desks, pens, phones, expense accounts for all the travel they will need to do to evaluate the criminal population....oh, and they'll need money....my purse feels lighter already! LOL
