Sluggish trout????

Local reservoir the wife and I have fished for years. Managed for large trout, anything under 20 inches must be released, only fly fishing and lures allowed.

Typically we do pretty good there. 2 to 3 20+ a year with routine catching of 15 to 18 insch trout, browns rainbows and cuts. All normally fight good

This year the water is VERY high and weedy. Trout are hard to find and barely fight. Last night I caught a 16 in rainbow. Barely knew I had a fish

Any idea why they are sluggish? We see them surfacing and they recently dumped a few hundred 8 ichers in there.
 
Shouldn't be to warm, it's all cold rain and snow run off, but good thought
 
You mentioned weeds.

Low oxygen levels in the water due to the weed growth and decomposition using the oxygen up. Young fish do ok. Older trout not so well.

We have had several die offs in NV over the years.
