Scouting/prehunt planning question

Question for the masses. I drew a Wyoming General Tag this year and recently got back from scouting out the areas I plan to hunt, and a couple backup spots. I found a couple single bulls, one spot with a bunch of cows although very spread out, and a couple areas with lots of rut sign from last year. Which of these areas would you guys key in on? I have read/heard a good bit about finding the cows since that is where the bulls will be headed, but also wondered if the bulls tend to use the same rut areas every year? Would that be a good starting spot or should I just keep those in the back pocket as areas to go to if the area with the cows is a bust? Also is it normal for the cows to all be singles and doubles? I never found any bigger groups of cows, so wasnt sure. Any thoughts/pointers?
 
In AZ the elk tend to rut in the same place every year... Its usually where the cows are for the summer/fall as the bulls are going to them.
