Rule may ban off-trail ATV riding

I have no idea how it was discouraged, BUT...

If there's no law on the book making it illegal it doesn't matter if there was a LEO standing right there saying, "I hope you would please refrain from riding off the trail. We try to discourage that, because it damages the natural resources." It's not against the law, so there's nothing that the officer can ENFORCE. It's like if a state cop said, "The speed limit is 75, but we would appreciate it if you would keep it down to 60, it would be safer." What's there to enforce? You've got to have teeth if you're going to bite...

He!He!He! Go ahead and ride your vehicle off road after the LEO asks you "Please don't" and see how many vehicle violations he can find... You may wind up walking back to your camp and getting your truck to haul off an unsafe vehicle. I know a ranger named Tim who can find a broken tail light on any vehicle he decides should have one.
