The Public Land / Water Access Association has been the junk yard dog for many years in fighting illegal road closures to public land in Montana. The typical situation is for the landowner to arbitrarily lock up a gate on a traditionally open back-country road. It then takes a big lawsuit to fight it because the County Commissioners won't do anything . There are currently 5 or 6 of these roads which are unresolved.
