I had a very similar problem with a steyr sbc pro hunter in 7mm REM MAG. I tried 3 different scopes, called the factory support line and got the torque specs on the action screws, checked for a bent barrel among other things. Being a handloader, I remembered my training on load development and tried different bullet weights. Then voila, the rifle went from 4 inch groups to sub moa with factory loads. The rifle just did not like 139 gr or similar projectiles. Now I get half moa groups consistently with 160gr accubonds.
Equipment is only half the equation. Ammo is the other half. Oh, and make sure the barrel is clean, especially near the muzzle. I had groups tighten up very much just from barrel cleaning, especially when using jacketed bullets
