From first hand experience;
UT, NM, and WY all have you print out your habitat stamp, or hunting license at home.
AK, has you print out your own harvest ticket and hunting license.

Oregon it appears has you print out everything yourself.

Honestly I think there are 2 companies that pretty much everyone uses that do it for the state. I've had licenses from multiple states come from License Fulfillment Services in NY

Idaho uses some janky stuff that's barley better than printer paper.

When WY mails you your tag it comes on some weird paper, but if you buy it in person it's the same stuff CO uses.

You way underestimate St. Regis, Seeley Lake, Plains, Darby, and other six fingered banjo picker strongholds in Montana....

We have those kind of communities here too.

Like stated, Wisconsin moved to this. I wasn't a huge fan and a lot of people griped about it, but in the end it wasn't a huge deal in my opinion
