While the B-D recently backed off on offering 20,000 more outfitted client days, they are now proposing to grant nearly 3000 client days to outfitters by converting their temporary or even outfitters without any permit quasi-permanent "Priority Use" status without giving people a chance to comment or object. This could forever change where you recreate, hunt or fish. If you use the B-D and want the public to have a say in outfitting, you should email [email protected] and tell her the B-D outfitter permitting process (reference CE 66448) should provide more information to the public and give them a chance to comment or object.
 
The use of a CE indicates that the decision maker feels this action is Categorically Exempt from the NEPA process; in order to successfully argue that it should be subject to normal NEPA process it needs to be shown that one or more of the "extraordinary circumstances" listed in the CE apply to the action.

To make substantive comments regarding the inappropriate use of a CE for this action, review the extraordinary circumstances and frame your arguments around which extraordinary circumstances should apply that would require NEPA analysis of the action.
