Can’t speak for the western side of the state but on the eastern side of the state just making changes to the elk hunting isn’t going to change a thing. A group of elk doesn’t know that the pumpkin with a rifle isn’t chasing them but instead the 30” tall muley that’s in the same draw as them on public. They get bumped and still end up on private

Break up the season pick your weapon pick your season pick your DISTRICT, don’t overlap elk and deer rifle season. Cuts to nonresidents (although if you break things up maybe not a huge cut) and things would turn around quite quickly. Pipe dreams. Put adults in charge and things could be turned around for Montana.
