May be a long shot but networking is everything and having been in the construction industry since I was 10, the one thing I know about the labor force is most hunt and fish so maybe there are a few connections here I can make.
I've just been promoted this year into a Project Manager role and with that comes a requirement to sell "x" dollars of work a year and I'm now officially responsible for making sure that two employees have work full time. Over 50% of that work sold is required to come directly from clients I have acquired over the last three years in my previous role as well as new clients I make this year. I have a long ways to go...
So if you are in the construction industry and come across a need for either a traditional structural engineer of record or any sort of delegated design, I can likely assist. We are a full service structural engineering firm meaning that we perform work in just about all aspects of design from traditional steel and concrete to precast to cold-formed metal framing (my specialty) to structural glass and everything in between.
