Its not, entire state of montana doesnt even have that many eagles! Its a reaction headline, there charged with 13 birds. Common estimate i found was MT only has 700 breeding pairs of balds and there are 20k goldens across rockys so they didnt kill 3600 eagles.

There are lots of weirdos on the web buying animals and parts. The fact that wildlife generally won't sustain that kind of trade doesn't come up.

Wish they hit poachers of other species of animals with fines/jail time that steep. Hopefully they throw the book at these guys.

A now retired local Conservation Officer to my son's Hunter's Ed class back in the day. "A magpie can technically only be killed for depredation, but a magpie is always traveling either to or from a predation."
