Judge sides with wildlife group in sheep lawsuit

Sheep decision

A federal judge has ruled in favor of a Bozeman wildlife group in a lawsuit over domestic sheep grazing in the Gravelly Mountains and asked the U.S. Forest Service to take another look at impacts domestic sheep grazing might have on wild herds.

U.S. District Court Judge Brian Morris ruled this week that the Forest Service failed to disclose agreements between the agency, sheep ranchers and the state government in their forest plan and hadn’t completed enough environmental analysis on some domestic sheep grazing allotments in the range.
 
Is this excerpt from the article true? That's the dumbest thing I've ever heard!

An agreement between the state, Forest Service and the domestic sheep operations in the range allow the ranchers to kill bighorn sheep that come within half a mile of their herds and guarantees that grazing allotments wouldn’t be amended to allow for the reintroduction of bighorn sheep. The agreement was first reached in 2002 and renewed in 2008.

I can't understand the lack of interest in protecting such a precious resource.
