This really hasn't been my experience at all. My recent purchase, "Legacy" Howa was a well fitted, solid rifle. In fact, it is easily the most accurate rifle I own. The only problem I had was that they put the wrong caliber magazine in the box, a problem they fixed right away.However, everything that Legacy touches is garbage. It is clear that they are interested in mass producing and marketing these excellent Japanese made 1500 actions to maximize their profits. There is apparently zero quality control going on at Legacy. So, if you are okay with receiving stocks that need work, bottom plastic that has to be thrown in the trash and replaced with aftermarket parts, or if you're okay with feeling like carrying a child's toy around the woods, then all is well.
