I am no expert, but the vote linked above and the list of Yeas and Nays appear to be for Cloture on the Amendment, not for approval of the bill itself. From the Senate calendar it looks like they may be resuming work on the primary bill on Monday. I could be wrong. It is a complicated process and online information isn't always up to date.

You are correct. But the fact that we were able to get 60+ to end the debate without amendments is a good sign. This bill should be up for approval next week I believe. Keep the pressure up. I wrote to both of my senators and told them that I didn't care that the cloture vote was at 1:00 AM, I would have expected cosponsors of this bill to be there to move it forward.

Absolutely correct, I made a weak attempt to allude to that by just saying "another step forward." I was only keeping the thread current, I thought it would be instructive for members to see which senators would show up for a 1 am vote as well.
 
So I am confused; Looking at the bill itself it says
The fund must be used for priority deferred maintenance projects in specified systems that are administered by etc...
ok, its going towards maintenance right? maybe "deferred" is what has me confused... and my congressman's secretary replied with somewhat of a generic response against it but his argument against it is to use the fund towards maintenance🤷‍♂️ I"ll paste his response after I get my peanut straightened out
 
Crapo’s nay vote was interesting. I don’t think he is opposed to public lands. Last year I hunted some of his property for moose and his family told me they didn’t believe in private lands.

I think Crapo may have had the same concerns as Risch...Risch wanted the chance for amendments and wanted more state and Congressional oversight essentially. I summarized a call-in Risch made to a radio show earlier in the thread.
