Total quota, all the possible permits that will be awarded. Available quota permits that are still available and have not been issued, reissue quota, permits that were declined or turned back in to be reissued.

The draw is random in Florida with no preference point system. The reissue draw is separate and independent of the original draw. In short to your question yes if a reissue is all you're after just focus on those.

Good luck in the draw. Hope you get a permit and hope it turns into an Osceola trophy.
I need an Oceola for this grand slam deal, whatever that's worth. Florida outfitters must be getting plenty of business$$$$ I cant pay that, so I've been trying to do it myself for about 5 years. Got drawn for a special opportunity hunt once but it was 2 weeks into the season and it was tuff! Never got a bird to talk to me.

Hang in there I'm told it's the most difficult of the slam.
The hardest part of killing anything from turkeys to elk is getting drawn. 2nd is finding a bird thats alone and horny! The rest is easy
Did u put in for quota hunt in November?
I put in for several special opportunity hunts. Didnt draw
There are preference points for FL quota turkey permits. You get one if you don’t draw but there is no points only application.
