First Time Wyoming application points question

Hey folks,
My friend in WY suggested I might need to select an option to buy a point if I don't get picked in the draw, but I wasn't seeing that as an option.

Do I need to select the option to buy a point, or does my elk tag full price application do that for me?

Believe you have to come back July-Oct to get your point separately

Preference Point Reminder: Unsuccessful applicants will not automatically be given a preference point if unsuccessful in the draw. You must purchase a point during the point only time frame, which is July 1 to Nov. 1, 2021.

I will jump on this, if you are at 4pp going into the draw do you get a point for the application or are you just at the 4pp?
