I have never listened to Rogan, so I can't say anything, one way or the other.
But, this cutting is NOT about balancing the budget. It is all about extending the expiring tax cuts. All of the cuts come from the petty cash portion of the budget. They are the areas of the budget that has been scrutinized for a long time, since there is limited pushback, when they trim there.
The big portions of the budget are medicare/medicaid, social security, defense and interest on the national debt. We can't really do anything about one of those, other than paying down on the debt. If we are to balance the budget, entitlements and the defense budget are the only places where there the dollars are enough, to significantly reduce our deficits.
Trump's first term was disastrous regarding deficits, adding to our national debt. It would be a mistake to think this term will be any different.
