As far as a cheap flying option, I think I would bone out the meat and put it in 3 drybags with the max legal dry ice. Put two bags in cardboard boxes and check and then carry on the third. Split the skull plate wrap the hornes in bubbles wrap and put them in a duffle bag. Using this method I think you could get home with just 3-4 checked “bags”. You could also do coolers but that adds weight, if you can get the meat frozen solid before you fly it will easily stay frozen in just a dry bag for 8-10 hours.
 
Some airlines will hit you with a hefty fee for dry ice.

Just fly Alaska or Southwest and you will be fine... although you should be doing that regardless of whether you are hunting ;)
