Dumb Utah preference points question

I was poking around looking at draw odds this morning (This is for a general season tag in the Southern part of the state, not LE.) and I got to wondering, when you apply for a tag, does a point get added to your application total for this year? For example, I currently have 4 preference points. When I apply this year, would it be with 4 points or 5?

Messing about with the OnX research tools, 4 vs 5 points appears to mean the difference of possibly 50% chance of drawing in one of my five unit choices, or 100% chance in several.
 
That's what I figured, but I managed to overthink it and confuse myself.

Looks like probably at least one more year of throwing money at Utah before I can maybe get a tag. Man, I just want the chance to go hunt with my brother-in-law and his family once, not even trying to chase after some trophy.

Pick a different unit Actually there are general deer hunts that nonresidents have a way better chance at drawing than residents Seems like the days of hunting together are almost over (Idaho first come as an example)
