True, but at least as far as I knew, all the transport from the OP to the Cascades was done via volunteers in refrigerator trucks.

Makes sense, my point was more to the KB comment that the whole thing would have been cost feasible had it just gone out for bid, wasn't like it was just dfw out there screwing around wasting money and a private contractor would have saved the day.

Not to say there isn't plenty of inefficiency in WDFW, but my experience with the people that do this type of work on the ground is that most of them are incredibly hard working and know how to get a lot done with limited budgets (like using volunteers), state agencies tend to be poorer than feds.
