Maybe. Some never do. The skull may have a damage to it. I have a shot or seen several bulls that have been shot and the skull actually has a deformedly.

If it doesn't he will get killed. Hard to defend himself that way
 
Here is a big elk antler from a bull that at some point in life broke his pedicle and it leaned forward on the skull. As you can see the antler started to grow forward, but quickly compensated and grew back like a normal bull. The other side was a giant antler that is normal in every way except for the size. Several years of antlers were found from this bull and both antlers similar from year to year. I only found one set.101_0004.JPG
