I'm in the market to build a 22 Creed and need an action. I'm not sure what to buy and not break the bank. My top vote is to buy a Tikka and just swap the barrel out. If you were to start the process, what action would you look at?
 
Tikka is probably the first choice. As others have mentioned getting the action and barrel apart can be a chore. You'll need a few tools that will add to your final cost. You can buy stripped tikka actions from J&A Outdoors but you'll still need a stock.

I'd consider a Zermatt Origin or Aero Precision Solus but they'll require the need for a trigger, stock, and accessories.

If you don't care about barrel nuts then you could go with a Savage or Howa action though a Savage is basically the same price as a Tikka these days so why bother with basically no aftermarket parts.
 
I like tikkas and i love my savage but neither would be my first choice to "build" off of - for the price of the rifle to use as a donor action you can almost buy a decent custom.

You can get tikka donor actions with bolt, trigger and magazine (no barrel or stock) for $750. Decent customs start at $2500 and go up from there.

Trigger and mag i would assume would get replaced.... these actions are 750-1100 and there are others in that price range.

I misunderstood your post - I thought you meant total cost of finished custom rifle, not just action.

As for ditching factory bolt/trigger/mag - if that is the case then you can get tikka stripped actions for $300.

Sure, you can replace the tikka trigger, but why though?

$10 spring replacement and you have one of the best, most reliable, triggers on the market.

And mags are mags, unless one doesn’t feed reliably.
 
Tell us Tikka users about this spring of which you speak . . .

I just swapped springs in my Howa HACT triggers and have done it in a Browning too. Those are from GunBloke. Realistically, you could just figure out what spring they use and buy like 1000 for the same price as they charge but I'm lazy.
