Would it ever be possible for the Montana legislature to pass a law allowing planes, helicopters, or ultra lites to land on state lands like the BLM does? Has there ever been an effort to pass a law and to allow it in the past? It would open up more than just the state land. You could also then access the bordering federal public lands that are land locked but attached to the state land. It would just be another tool you could use to access our public lands.

I am uncertain there would be much interest under any legislature. Access isn't the primary mission of the lands owned by the State of Montana.
State Land Board
State trust lands are managed by the Department of Natural Resources and Conservation (DNRC) Trust Land Management Division. Timber, surface, and mineral resources are managed for the benefit of the common schools and the other endowed institutions in Montana, under the direction of the State Board of Land Commissioners.
The board consists of Montana's five top elected officials.
Just saying those lands were never set aside in the enabling act to provide "free" hunting opportunity, they were set aside to provide revenue.

Nemont makes probably the most important point regarding your question.
Also recall that it was a very lengthy, hard fought battle just to gain access for recreation on those state lands in Montana which have a public road boundary access. To pass legislation for access into landlocked mostly unfenced state sections from the air would likely be an even more difficult battle.
