A question for MT hunters of the early '80's

Was there a preference system in place for special draws sometime in the early 1980's? I have a friend who has described one but I've never heard anyone else describe such a thing. He stated that it ended sometime around 1983. Just wondering. THank you
 
Nameless Range has the goods. I remember my Dad being pretty mad about it going away.

Probably was difficult to track it without computers.
 
I don't remember paying for points, I think they might have been free. I could be wrong though.
 
I had 5 years of preference built up when they announced they were going to abolish that system. I kept applying for moose, but didn’t send in my preference record because I thought it was no good and found out later, I had wasted those preference points. I met a guy in the area that had a moose permit and he told me that my points were applicable, but I had already disregarded them and he thanked me because he said I gave him my permit by not keeping track of it.

19 years later, I did draw my moose permit and got a moose before the wolves ate them all…
