If you go shed hunting and get tangled up with a bear you had some really bad luck. That's true today and will likely be true 10 years from now, regardless of any potential management plan.

I'd like to see the state do some more "Negative Reinforcement Training " on bears. There was a cattle allotment once upon a time in a land far far away in a different dimension that had range riders who would engage bears with less than lethal means and the bears avoided humans. The grazing allotment was retired, and 15 years later their offspring have never had a harsh word spoken in their direction. And it shows.
