Didn't the legislature pass a law requiring the department to outsource the draw to an outside contractor (at a much greater cost) a couple of years ago?
I've been saving up money for an inReach, but then I saw SPOT updated their product, and now I see Garmin has an inReach mini https://buy.garmin.com/en-US/US/p/592606. Now I just don't know what to do.

Actually, I think you have to send in the money with your application. I had to when I put in for moose three years ago anyway. But yes, if you don't draw the money for the tag is refunded less the application fee.
It's law now. The governor didn't sign it, but he didn't veto it either. I guess that's his way of saying that he doesn't approve, but he knows a very will be over ridden.
Even though the new bill is out of committee those of us in the Pocatello area need to thank Rep Armstrong for voting against it there.

Geez, some of these legislators really aggravate me. Sportsman involvement likely helped to kill 536 so Boyle decides to give a big F.U. to us and write a bill that's even worse? The pettiness of some people just astounds me.

I called and emailed both of my reps this morning. Hopefully this one fails too. However, I'm guessing this has the backing of Idaho Farm Bureau, and if I'm right about that it's probably a foregone conclusion the bill passes.
