When I first saw the pictures, I chuckled to myself. I immediately assumed it to be photoshop hoax, or sick joke.
I wish I had something witty or insulting to say about the people involved. Nothing seems to fit.

As would I. I see no reason it would be illegal for them to camp within the wilderness area. Actively hunting or having a loaded weapon would be different.
I would probably get in contact with the GW for that area. Let him/her know what your intentions are and where you are planning on going. I don’t see it being any different than staying in one hunt unit and having a tag and hunting a neighboring unit.
We are guessing that they were all collared on their winter range, and stuck together. Total speculation on our part. I’ll add that there were 2 types of collars. Blue and tan colored. I’m sure we have someone here that can tell us more.
My son and I were doing some exploring and glassing last evening. We found a group of 18 cows. In that one group, 3 were collared.
How common is it for this many collared elk to be in the same herd.

The NW Colorado high country is already infested with tens of thousands of domestic sheep that trample and $hit on everything. I can’t imagine 30,000 hippies could hurt much. Sarcasm!
I’ve been in the greys river area with the family for the last few days. Everything is very green and moist here. Still quite a bit of snow up high still. I’ve seen a lot of deer. Hopefully the herd is recovering from the harsh winters a few years ago.

We are headed to Glacier first, for a few days. Given the current conditions, we might be bypassing Yellowstone this trip.
The family will be touring around Montana and western Wyoming over the next 9 days. We will be staying near Butte tonight. Does anyone have a favorite place to eat?
Do you think it would have mattered? I don't think so. I sent several emails. I only got one response. It was quite patronizing and basically said thanks for your interest, but we will decide what's best for Wyoming.
