Just got back from hunting Unit 108 S of Rawlins and we were able to go everywhere with a 4WD. We had dry conditions though, might be a different story with muddy roads.
I've hunted the east side of 551 twice and have seen elk each time. I was hunting second season with an OTC tag so can't speak to crowds during the earlier season, but it wasn't real crowded and hiking a bit got you away from the majority of hunters.
Just need to make friends with people that work at the retail locations, then they'll bring you in before the store opens so you can get in line first.
