Haven't spent much time chasing rabbits, but if it were me I'd pick a spot that looks cool that I wouldn't mind visiting regardless of hunting, and start looking there.

Oregon will give a nonresident a statewide fall blackbear tag for $16.50. Heck, I think you can get a second tag for the same price. Plenty of opportunity out there.
I'm grappling with the concept that something needs fixing here to begin with. Many of us hunt out of state, but I'd be perfectly content to spend the rest of my life hunting OTC dinker blacktail in my backyard just as well.

You still have to do the background check in Oregon but I hear it's a much quicker approval. I'm not sure there is anything official, but I know a lot of folks who say that their approval was instant after acquiring their CCL.

There are likely millions of acres of private land across the country that were generally open to hunting 40+ years ago that are essentially closed now.
Certainly they are still habitat, and I suppose theoretically they are "huntable", but practically no access is allowed.
Huntable acreage has certainly been lost to things other than development and public land transfer. Find almost any hunter over 50 and go drive around their home town with them. They'll show you thousands of huntable acres that have been lost. I bet that's a big part of what @Nick87 is referring to.
