    Rugs are awesome but take up a lot of room. Goats are bigger than you think. If it's your first, I'd do a 1/2 mount at minimum or full mount if you have room and can afford it. Rug the second or third one.

    Low end hand me down to me says look for a used Citori or Red Label. There are a lot of excellent guns out there to any price you are willing to go, but for a decent gun that anyone would be proud to inherit but also not be worried to use, those would be my choices.
