I have seen it a number of times and it is more common than someone would think, particularly with the bullets that are designed to enter a short distance then completely fragment with no exit hole.
Been there done that. The college I went to was mandatory ROTC for first 2 years. You can imagine drill time with some guys who had never touched a rifle before let alone a M1.
Oh boy - here we go again. If you can't do it then criticize the hell out of it and call it ethics. I've seen way too many guys (particularly in 40 years of late season hunts) that couldn't hit their azz with both hands at 100 yds let alone 1000. Maybe we shouldn't allow them to even buy a tag...
Never seen a rifle that went shooting under an inch to 5" flyers without something having changed. Something has changed and I doubt it's the bedding. Have you checked all your action screws, scope mount screws etc. How much confidence do you have in your scope?
Here are a couple of things I would offer for consideration.
- Know the twist in your rifle barrel and get weight of bullets that matches up with that twist. Forget about what you want to shoot unless that barrel was made for that weight of Bullet.

I have shot and chronographed RL17 from 0F to 95F and have found it to gain/lose just under 1 fps for every degree F. So from 0-95F you're looking at a velocity spread close to 95 fps.
This was shot out of an '06 with 168 Berger bullets at 3600 ft in elevation.
Shortening the OAL or in other words seating the bullet deeper reduces the combustion space in the brass - thus increasing pressure upon ignition which results in increased velocity.

That is your right - but quite frankly the all or nothing approach has got us no where for the last umpteen years. I hope this goes through and sets a precedent for many more access routs into other public lands also.
