Any zone with the Dec 2 to Feb 4 season sounds better than the Whites in Aug.

You probably saw the unit 27 hunts 2022 harvest stats - 27 tags - killed 20 - going to say the best in decades.
Put in for the whites the first 15 years because they were always a little easier to get drawn - back in the 90's and then the point system started in 2002, it was 200:1 odds. The odds for zone 7 were 27:1 last year.

Well - It is a 2 edge sword. More hunters gives us more pull in the politics of hunting. I did see that B tags have been selling out in August. Still a few zones that don't fill the quota. Archery only tags let you hunt a lot. California does need to shoot more bears.

It does seem like more NR and resident hunters are now retired and can hunt the entire season.

I may be wrong - The 10% max is always met because more than 10% NR apply. Moose looked to be about a 5% chance for NR with both sheep and goats being a little less than 1%. With total tags drawn being in the 90's, 9 NR sheep tags have been drawn in recent years.
