You only use your points if your are sucessful in drawing your first choice.
 
You can't opt to use them or not because if you have any when you apply you go into the draw with them and that's why you need to realize you will lose them if you draw a first choice tag, even if it happens in the random draw that you would go to if you're not draw in the initial PP draw you would be entered into first. A lot of people don't realize that and once in a while lose their PPs when that happens. One guy came on another site and had lost all his PPs by putting in for a hard to draw unit and drew it in the random draw. He wasn't expecting that and already had a hunt lined up for when the first choice hunt he drew was scheduled and he ate the tag. The only time you keep them, as stated by cornfed, is when you don't draw a first choice tag.

If I'm not correct there are only a few WY hunts that require 2 points...any points over that are just over kill.

On the western side of the state two points won't be enough to draw most of the units in the regular draw.
 
Go to the draw odds for antelope on the G&F website and you'll see that there are top units where even having the max of 8PPs this year won't be enough for a 100% chance at drawing the tag.just like the draws for deer and elk.
