What is this thing?

I bet someone here has an idea, google hasn't been of any help.

I was out running the dogs on some BOR land that we hunt for pheasant/quail and found this thing leaning up against some sagebrush. From a distance my first thought was snake hook. It's about 4 feet long condensed form, but telescopes out to probably 15 feet or so. You don't need to be that careful around snakes. :D

The area I found it was flooded earlier in the Fall and someone built a duck blind nearby, I am wondering if someone was using it to snag decoys or something. There are no trails or anything out there, so I can't imagine anyone but hunters being in the area.

Any ideas?

I’m guessing it was originally designed to get golf balls out of water with a little basket at the end but has been through a garage reconstruction for a different purpose.
