What are these?

I'm not sure what state you are in but if it is in Montana then it's a Verbenone packet that helped protect the tree from getting a mountain pine beetle infestation and dying. This only works if the tree isn't infected prior to application and the application only lasts a year if put up at the right time. There are other types of pine beetles in other states so I'm not sure what is used to fight these guys. Typically on the Forest they will put them around campgrounds so as to not loose these big established stands. They obviously can't treat every tree in the forest. These were around 9,000 feet. I guess there might be a higher threat on the peaks? Good to know though. I've seen what beetles can do. I wonder if the forest service distributes these? Considering the weight, it wouldn't be too much work to carry a few with me and put them out when I was in the woods.
 
I used to apply these things for the USFS. Lawnboy is right. It's a pheromone that tells bark beetles the trees are occupied, move on. It's not a pesticide, in that it doesn't kill anything. They are not 100 percent effective, but they do work. Usually they use them for high-value stands. Wasn't a bad job, walking through the woods, stapling these things to trees, then coming back later to see if they worked or failed.
