Seating Depth Consistency

You can drill out the seater stem so the tip isn’t touching and the stem is seating on the Ogive. Also some bullets just aren’t as consistent as other brands.

Sierra's are known to be very tolerant to seating depth variations.

Also trim length has beans to do with COAL.
If i had a long enough bullet, you could make a 9mm Luger match your base to ogive measurement.
 
It would seem that if you have measured your chamber using a comparator (cartridge case and sample bullet) and determined the measurement from cartridge base to orgive touching the lands, and deciding how much off the lands you wanted to be, just load to that dimension. Variations in bullet length or cartridge case length may become a factor but can be eliminated by measuring each one separately and sorting for consistency.
