I made some phone calls and finally got ahold of the guy on the flyers wife. They seem to have left out a very major point on that flyer. She read to me what it said and then told me what they are doing. It turns out they are collaring elk and then doing study on their migrational patterns in West Texas. Texas does actually have a growing free ranging elk population.
The winning bidders for this "hunt" are actually going to be participating in the study. Sul Ross University is doing the research in partnership with the foundation as well as Texas Department of Fish and Wildlife.
So this is not by any means on the same level with the World Hunting Association and darting animals for fun. This thing is legit. Hope nobody withdrew their membership or got too tict off about what the RMEF is doing.
Having lived in Texas for four years I also read some newspaper articles that talked about elk actually migrating there from New Mexico. I also heard that ranchers in far west Texas were buying former high fenced animals and releasing them to be hunted there. The point is that this study could be the start of proper management for elk there. It is needed.
